问题概述:

随着经济建设的发展,我国的城市基础设施建设取得了显著的成就,截至2016年底,我国已建成轨道交通线路长度3069公里,公路路网总里程超过457.7万公里,城市路网长度达36.5万公里,新改建农村公路25.28万公里。城市交通基础设施网络建设也取得了较快发展,以上海为例,上海市轨道交通运营长度达到617km,道路路网里程合计17893km,高速公路通车里程达825km,城市快速路里程近200km。

随着城市发展、公众出行需求的不断提高,现有的城市基础设施的运营维护的管理理念、手段方法和实施效果与城市发展安全、智能、高效、绿色的总体要求还存在着一定的差距,运维的智能化、标准化和运营安全等需求日益迫切;在超负荷运转下、设施老化、性能退化,对运营和维护技术手段、服务水平和应急管理能力提出了更高的提高;同时,随着物联网与互联网技术的不断叠加,对我们今后设施运营维护的格局也将带来颠覆性的变革。此外,城市路网运维形势仍然严峻,早期建成的设施面临更新改造、设施运营风险控制和精细化管理水平不高,重大突发事件应急处置能力不强,信息化、科技化手段应用不足等学术和技术问题亟需不断探索、研究、总结。研发交通设施与城市交通系统大环境的智能协同运营技术,从全寿命角度考虑不同设施的维修更新策略,利用智能技术有机更新城市交通基础设施具有重要的社会意义和广阔的市场前景。

交通行业是天然的智能化与大数据应用行业。与国外相比,我国对智能交通系统的研究起步较晚,20世纪八十年代初我国才开始重视运用高科技来发展交通运输系统。随着信息技术、通信技术和计算机控制技术的快速发展,我国加快了对智能交通关键技术研究的步伐,以国家ITS体系框架为指导,逐步形成了我国智能道路系统的发展思路:以道路基础设施智能化为核心,以设施智能与车载智能的协调合作为基础,重视人的因素应用研究,促进人、车、路三位一体协调发展。随着互联网与产业结合的不断升级,物联网与车联网的快速兴起,3G、4G无线网络的普及,行业数据量已经开始成级数增长。如何自动识别处理多源异构的交通大数据,通过智能感知技术与边缘数据处理技术,快速发现问题并传输至运营平台;集成交通运营数据,完成数据交互、融合、集成、清洗及智能分析,形成数据大脑,进行决策支持;建设运行安全与应急智能管控系统,提供交通体系快速响应生命线通道,提升路网运行安全和交通服务;以低失效、低干扰的快速路网的交通设施运营服务为目标,完善交通设施有机更新策略与技术,形成系统化的城市基础设施智能感知和运营决策能力是城市安全高效运营的重点。

重要意义:

全球已经进入智能化技术快速发展的时代,智慧城市、智能汽车、智能机器人、智能制造、人工智能、智能电网等技术正逐步影响、改变、提升公众的生活。作为国民经济发展的命脉,交通运输系统也正在走向智能化,并成为智慧城市、智慧地球不可或缺的组成部分。交通基础设施本身的智能化,“人-车-路-环境”之间的智能互联交互,已经成为交通运输系统智能化进程中新的增长点和支撑点。本问题取得突破后,对产业发展的重要意义如下:(1)提高设施运营自主感知能力,主动应对城市路网运营;(2)减少信息孤岛,促进行业协作,改善城市交通服务;(3)提升城市数据大脑能力,利用人工智能深度辅助城市运营决策;(4)完善设施更新策略,提高设施更新效率,建立基于主动预防的综合交通运管大数据平台。(5)建立面向城市和政府的智慧管理和决策的大数据共享平台,利用智能感知、数据交互融合及城市有机跟新技术,提升城市交通安全和公众服务能力。

本问题突破后可在全国典型城市应用推广,全国市场可达百亿元以上规模,具有广阔的市场前景和良好的经济效益,技术成果将充分支持政府对城市路网的网络化运营管控和交通资源的协同共享,促进城市路网运营维护科学决策、高效节约。

本问题突破后将有效支撑城市路网运营状态的及时掌控和预警,实现突发事件下的应急资源的高效组织,保证城市路网始终处于较为安全、可控状态。通过与行业和公众之间的信息交互和共享,达到设施养护管理单位、政府部门、社会专业力量间联动管控的目的。对于提高局部城市及区域城市间的路网运营水平和交通信息服务能力具有重要意义;同时通过新材料、新技术等道路、桥隧设施低影响修复成套技术装备的研发,减少了常规设施维修施工中的大范围施工占路作业,促进路网维护的节能环保,另一方面也降低路网修复更新对于周边环境、交通通行等日常生活的影响,具有显著的社会效益。

Problem Identify:

China infrastructure development has made remarkable achievements with the economic growth. By the end of 2016, there are 3069 km rail transit system, 4577000 km highway, 365000 km road and 252800 km upgraded country road. City transportation system has also made rapid development. For example, in Shanghai, the operating length of rail transit system, municipal road, highway and city expressway are 617km, 17893km, 825km and nearly 200km respectively.

With the city development and increasing demand of public transportation, Existing management concepts, methods and results of facilities O&M could not meet the requirements of safety, intelligence, efficiency and green which need urgent improvement.

Improvement is required of O&M skills, service and emergency reaction capability under circumstance of overstretch operation, facilities aging and the performance deterioration. Meanwhile, with development of Internet of things and Internet, future O&M will have revolutionary changes.

In addition, the O&M work of current road network still have different difficulties. For instance, upgrading requirement of roads built in early stage , lack of efficient risk control capability, the low level of fine management and emergency response system, insufficient application of informatization and science technology. Those academic and technical issues urgently need to constantly explore, research, summarize.

There are great social significance and wide market prospects for researching and developing the intelligent collaborative operation technology of transportation facilities and urban traffic system, full life cycle maintenance principal for different facilities and organically upgrading urban transportation infrastructure with intellectual technology.

The transportation industry is a natural intelligence and big data application industry. Compared with foreign countries, the research on ITS in our country started relatively late. In the early 1980s China has begun to use high technology to develop the transportation system. With the rapid development of information technology, communication technology and computer control technology, our country has accelerated the pace of research on the key technologies of intelligent transportation. Guided by the national ITS system framework, our country has gradually formed the development strategy of the intelligent road system, intelligent road infrastructure as the core, with facilities based on the coordination of intelligent facilities and vehicle intelligent, focus on importance to the application research on human factors, to promote coordinated trinity development for people, vehicles, road. With the continuous combine of Internet web and industry, the rapid rise of Internet of Things and car networking, the popularization of 3G and 4G wireless networks, the data volume of industries has started to increase in an arithmetical ratio. How to automatically identify and process multi-source heterogeneous traffic big data, identify problems quickly and transmit them to the operation platform through intelligent sensing technology and edge data processing technology; integrate traffic operation data, complete data exchange, combining, integration, cleaning and intelligent analysis to form a data brain for decision-making support, to build an intelligent management and control system for operation safety to provide a rapid response lifeline channel for the transportation system so as to optimize the operation safety and traffic service of the road network; aim for low-failure and low-interference traffic network operation and service of transportation, it is great importance to improve the strategy and technology of organic updating of transport facilities and forming a systematic urban infrastructures intelligent perception and operational decision-making ability are the key points of urban safe and efficient operation.

Significance:

Global intellectualizing technology has entered the era of rapid development, the intelligent City, intelligent Cars, Intelligent Robots, Intelligent Manufacturing, Artificial Intelligence, the intelligent Grid technologies are gradually influence, change and improve the life of the public.

As the lifeblood of national economic development, the transportation system is becoming intelligent, and becomes an indispensable part of intelligent City and intelligent Earth. The intelligence of the transportation infrastructure itself, The intelligent interconnection between human-vehicle-road and environment has become a new growth point and support point in the intelligent process of transportation system. In case of this problem is solved, the important significance of solution for development of the industry is as follows :(1) improve the capacity of the facility to operate autonomously, and actively respond to the operation of the urban network;(2) reduce information island, promote industry collaboration and improve urban transport services;(3) improve capacity of urban brain data, and use artificial intelligence to assist urban operation decision-making; (4) improve the facility renewal strategy, improve the efficiency of facility renewal, and establish a comprehensive traffic management data platform based on proactive prevention system.(5) establish A big data sharing platform for intelligent management and decision-making which serves for cities and governments, using intelligence, data interaction and City Organic Updates with new technology, improve the urban traffic safety and public service capability.

In case of this problem is solved, the solution could be applied and promoted in typical cities of China, the size of national market could exceed ten billion CNY with a wide market prospect and good economic benefit. The technical achievements will fully support the government to update the network operation control for urban road network and collaborative share for traffic resource, promote the efficient and frugal decision for urban road network operation and maintenance.In case of this problem is solved, the solution will effectively support the timely control and early warning for urban road network operation state, implement emergency resources under the effective organization in case of emergency, to assure the safety of urban road network is still relatively and controllable. Through the interaction and sharing of information between Industry and Public, to achieve linkage control purpose between facilities maintenance management units, government departments and social professional forces. The solution is great significance for improving the network operation level and traffic information service capacity of local cities and regional cities, by using new materials, new technology and developing infrastructures such as roads, tunnels and researching low impact repairing equipment, to reduce large scale occupation road area during conventional facilities maintenance construction, and promote energy conservation and environmental protection of the road network maintenance, also reduce the impact of road network repair for the surrounding environment and traffic, such as the impact of daily life, within significant social benefits.
